Issues related to aggressive litigation against Highly Indebted Poor Countries (HIPC)

A growing number of commercial creditors and distressed debt funds are engaging in litigation against HIPC. This is a cause of concern for the international community.


Paris Club creditors have issued on 22 May 2007 a press release regarding the threats posed by some litigating creditors to heavily indebted poor countries.

The World Bank and IMF annual “HIPC and MDRI - Status of implementation” report includes an analysis of the impact of aggressive litigation on HIPC countries and a list of currently identified litigators against HIPC countries.
